  1. Role Purpose
    The Programme Lead is accountable for the end-to-end delivery, integration and adoption of a large-scale, operationally critical transformation programme spanning operational environments, digital customer solutions, self-service solutions and frontline agent tooling.
    The role requires a senior, hands-on delivery leader with strong business programme management capability and embedded organisational change leadership, ensuring that solutions are safely delivered, operationally adopted, and fully embedded across frontline environments while navigating union and consultation obligations.

  2. Scope & Scale
    Programme scope: Multi-stream transformation covering Digitally Enabled Frontline Staff, Agent User Interface, Self-Service Kiosks/Bag Drop, Operations & Customer Check-In
    Population impacted: Large frontline workforce across operational environments, ground handling, and partner organisations
    Change type: Technology enablement, process redesign, operating model change, behavioural change
    Environment: Safety-critical, high-volume operational environments with regulatory and consultation requirements
    Complexity drivers: Live operational environment with peak seasonal pressures; multiple vendors and technology providers; mixed BAU and transformation delivery; unionised workforce and formal consultation processes; need to maintain operational continuity throughout rollout

  3. Key Accountabilities
    A) Programme Leadership & Governance
    Take end-to-end accountability for the transformation programme across all workstreams. Establish and maintain an integrated programme plan aligned to business priorities and funding. Lead programme governance, including Steering Committee and executive-level reporting, and act as the single point of accountability for programme health, risks and delivery confidence.
    B) Business Programme Management
    Translate strategic objectives into delivery-ready plans and executable roadmaps. Own programme financials, benefits tracking and value realisation. Manage interdependencies, risks and delivery trade-offs in a live operational environment, and hold internal teams and third-party suppliers to account for delivery and readiness milestones.
    C) Organisational Change Management & Adoption
    Own the integrated change approach for the transformation programme, ensuring change and adoption activities are embedded as critical path programme deliverables. Lead stakeholder engagement across operations, frontline environments, technology and partners, and support union and employee consultation processes in line with organisational obligations.
    D) Operational Readiness & Transition
    Be accountable for operational readiness, cutover and transition planning, ensuring technology delivery translates into real operational capability at the frontline level. Oversee go-live, hypercare and stabilisation activities, and monitor adoption and performance post-deployment to drive corrective actions where needed.
    E) Stakeholder & Supplier Management
    Operate as a trusted delivery lead for senior sponsors and operational leaders. Resolve cross-functional priority and sequencing conflicts, and coordinate effectively across technology, operations and supplier landscapes.

  5. Skills & Competencies
    Essential: Strong enterprise programme leadership in complex operational environments, with a proven ability to manage multi-stream delivery and multiple suppliers. Deep, practical organisational change management capability, and strong resilient stakeholder influence at senior and frontline levels. Clear, concise executive communication and decision support.

  6. Experience & Qualifications

    • 10+ years’ experience leading large-scale business programmes
    • Demonstrated experience leading change in frontline, operational or regulated environments
    • Experience operating at senior governance and executive forums
    • Aviation, transport, logistics or infrastructure experience highly desirable
    • Formal programme and change qualifications preferred
